Suu Kyi insist she is innocent

Burma’s jailed pro-democracy leader Aung San Suu Kyi has insisted she is not guilty of violating the terms of her house arrest, her lawyer said.

He said Ms Suu Kyi was being held in a “guest room” at the top security Insein jail in Rangoon, but seemed physically well and was “mentally strong”.

Western governments were quick to condemn the new charges against Ms Suu Kyi and call for her immediate release.

She faces trial on Monday over an apparently uninvited visit by a US man.

“Suu Kyi said that she believes that she will be found ‘not guilty’ over her connection with the American intruder,” her lawyer Kyi Win told the Thailand-based independent Burmese publication, Irrawaddy.

Reports say Ms Suu Kyi was charged under the country’s Law Safeguarding the State from the Dangers of Subversive Elements.

The charges carry a maximum jail term of five years, which would stretch her detention past its supposed expiry date on 27 May and beyond the 2010 elections.

World leaders and human rights groups have denounced the move as a pretext for Burma’s military regime to silence its chief opponent ahead of next year’s election.

‘Uninvited guest’

The charges follow an incident in which an American man swam across a lake to her home and stayed there secretly for two days. His motives remain unclear.

Ms Suu Kyi’s lawyer said the American, John Yettaw, had not been invited and that she had tried to send him away.

He is expected to be tried on immigration and security offences, although the charges are yet to be confirmed by the government.

The Burmese authorities have described the American as a 53-year-old Vietnam war veteran and resident of the state of Missouri.

Ms Suu Kyi was detained after her party’s victory in a general election in 1990 and has been under house arrest for much of the past 19 years.

‘Tenuous pretext’

US Secretary of State Hillary Clinton and UN Secretary-General Ban Ki-moon have demanded her immediate release.

British Prime Minister Gordon Brown earlier said that if “the 2010 elections are to have any semblance of credibility, she and all political prisoners must be freed to participate”.

Jose Ramos Horta, the East Timorese president and Nobel Peace Prize winner, said he would call on the International Criminal Court to investigate Burma’s military rulers if they did not Ms Suu Kyi.

Thailand’s prime minister also expressed concern on behalf of the Association of South East Asian Nations (Asean), one of the few groups that allow Burma as a member.

Singapore and Indonesia joined the condemnation of the arrest. There has been no comment so far from China - now Burma’s most important trading partner.

Ms Su Kyi’s party, the National League for Democracy (NLD), which won a landslide election victory in 1990 only to be denied power by the military, “strongly condemned” the charges, which come two weeks before her latest detention was due to expire.

President Barack Obama extended U.S. sanctions on Myanmar's military junta Friday as its new crackdown on pro-democracy icon Aung San Suu Kyi triggered broadsides from around the world.

He revealed the extension in a letter to Congress, saying Myanmar's behavior continues to stand in the way of U.S. interests.

"The crisis between the United States and Burma...has not been resolved," Obama said, referring to the country by its previous name.

"These actions and policies are hostile to U.S. interests," he said. "For this reason, I have determined that it is necessary to...maintain in force the sanctions against Burma to respond to this threat."

The United States first imposed sanctions on Myanmar's military junta in 1997 and renewed them several times in view of its repression of democracy activists.

The extension of the sanctions came as Secretary of State Hillary Clinton urged the junta Thursday to immediately release Suu Kyi from detention after she was charged in court in connection with the entry of a man from the United States into her home last week.

Suu Kyi, a Nobel peace laureate, has been under house arrest for more than 12 of the past 20 years, with the junta repeatedly extending her detention.

She led her National League for Democracy party to victory in 1990 but the junta never allowed the election to stand.

"I am deeply troubled by the Burmese government's decision to charge Aung San Suu Kyi for a baseless crime," Clinton told reporters Thursday.

"We call on the Burmese authorities to release her immediately and unconditionally, along with her doctor and the more than 2,100 political prisoners currently being held," she said.

Two key U.S. lawmakers are also urging the junta to release Suu Kyi.

"Aung San Suu Kyi has devoted her life to the peaceful struggle for democracy and freedom for the Burmese people," said Howard Berman, chairman of the House Foreign Affairs Committee, and Ileana Ros- Lehtinen, the ranking member of the same committee.

"The military junta should immediately release her, allow greater political freedoms in the country, and respect the human rights of all of Burma's citizens," they said in a joint statement issued Thursday.

On Thursday, Myanmar authorities moved Suu Kyi from house arrest to prison and the junta charged her with violating the terms of her detention in an apparent effort to extend her detainment, which was to end May 27.

They charged Suu Kyi in connection with an incident last week in which a U.S. citizen is accused of swimming across a lake and sneaking into her house to visit her.

(CNN) -- Aung San Suu Kyi, the Nobel Peace laureate now facing trial on charges of government subversion, has been the face of Myanmar's pro-democracy movement and the focus of a global campaign to free her.

The 63-year-old has been under house arrest for 13 of the past 19 years and is rarely allowed visitors, except her doctor. Her detention was scheduled to end May 27, until an American allegedly swam across a lake and sneaked into her house, violating the conditions of Suu Kyi's house arrest, according to the country's ruling military junta.

The American, John Yettaw, has been charged on two criminal counts: entering the country illegally and staying at a resident's home without government permission, according to a spokesman for Suu Kyi's political party.

Both charges carry a maximum sentence of five years in prison.

Suu Kyi was born on July 19, 1945, the daughter of Aung San, who fought for Burma's independence from Britain and became the first prime minister of Burma, and of Khin Kyi, a diplomat and later ambassador to India.

Aung San was assassinated in 1947, and Suu Kyi grew up in Myanmar and India before moving to England during the 1960s to study at Oxford University. Myanmar, also known as Burma, has been under military rule since 1962.

Suu Kyi did not return to Myanmar until 1988, when her mother had a stroke. While there on September 24, 1988, Suu Kyi co-founded the National League for Democracy amid mass anti-government demonstrations. She was placed under house arrest the following July on charges of trying to divide the military, charges she denied.

Her party won over 80 percent of the legislative seats in 1990, but she was disqualified from serving because of her house arrest, and the military junta ignored the results.

It was during her house arrest that she won the Nobel Peace Prize and the Sakharov Prize for Freedom of Thought in 1991, and the Marisa Bellisario Prize, in recognition of women who promote peace and solidarity, in 1992.

During that time, she gained admiration for sometimes speaking over the wall of her garden to her supporters.

In an interview she gave to CNN in 1996, a year after she was released from house arrest, she said, "I always felt free even when I was under house arrest. There's no question of me not feeling free now. And the more restrictive the authorities are, the more clear it is that they know how much support we have."

She was again placed under house arrest on September 22, 2000. The following December, then-U.S. President Bill Clinton awarded her the Presidential Medal of Freedom in absentia.

After a brief release in May 2002, she was placed under house arrest again -- her most recent -- the next year, and authorities have extended it regularly. The country's law allows for a detention of five years without charges being filed, and that period ended at the end of May 2008, according to her lawyer Jared Genser. The government nevertheless extended the house arrest by a year.

In October 2007, clashes sparked by a huge fuel price increase imposed by the military junta erupted between pro-democracy demonstrators and government security forces, killing as many as 110 people, including 40 Buddhist monks.

The junta said then that it had detained more than 2,900 people.

The government has scheduled elections for next year that they say will lead the nation toward democracy. Human-rights organizations have said the vote will merely extend military rule in the nation.

WASHINGTON (AFP) – Two top US senators urged Myanmar to free pro-democracy icon Aung San Suu Kyi and urged "reform-minded" members of its ruling junta to step forward to help forge new ties with the United States.

"Now is the time for reform-minded leaders within the military junta to step forward and be heard," said Democratic Senator John Kerry and Republican Senator Richard Lugar, the top Senate Foreign Relations Committee members.

"Releasing Aung San Suu Kyi and other political prisoners would signal the start of a constructive dialogue with the United States," they said in a joint statement.

Myanmar's military rulers were facing intense international pressure to reverse course after the Nobel Peace laureate, 63, was imprisoned ahead of a new trial next week for breaching the terms of her house arrest.

"The Obama Administration and Congress are reviewing America?s policy toward Burma. At this critical time, some in the junta are trying to leverage the recent alleged unauthorized entry into Aung San Suu Kyi?s compound to extend her detention," said Kerry and Lugar.

The ruling military junta took Aung San Suu Kyi from her home on Thursday to Yangon's notorious Insein prison, where she was charged over a bizarre incident in which an American man swam to her lakeside residence.

There was no comment from Myanmar's secretive regime, which has kept the frail opposition leader in detention for most of the last 19 years and now looks set to do so past controversial elections that are due next year.

"This action sends precisely the wrong message to the citizens of Burma, the people of Southeast Asia, and all those in the global community who seek for the Burmese people the opportunity to live in a country where universal human rights are respected, not trampled," said Kerry and Lugar.

UN expert: Release Myanmar activist Aung San Suu Kyi

Geneva - The United Nations special expert for human rights in Myanmar called Thursday for the "unconditional release" of opposition leader Aung San Suu Kyi. Tomas Ojea Quintana, the special rapporteur, said the detention of Suu Kyi was unlawful, both according to international law and Myanmar's own domestic legislation
.

The Nobel Peace Prize winner, 63, was charged earlier in the day with allowing an unauthorized US national to visit her Yangon home, where she has been under detention for the past six years.

The UN expert said the opposition leader could not be blamed for the intrusion into her home.

"Since her house is well guarded by security forces, the responsibility for preventing such intrusions, and alerting the authorities, lies with the security forces and not with Aung San Suu Kyi and her aides," Ojea Quintana said.

He also said that "all 2,156 prisoners of conscience currently detained by the authorities should be released before the 2010 elections.

YANGON, Myanmar – Myanmar authorities allowed a U.S. diplomat to visit an American arrested last week for swimming across a lake to sneak into the home of detained democracy leader Aung San Suu Kyi, according to a state television report Wednesday.

Myanmar state television showed a still photo of John William Yettaw meeting with consular chief Colin Furst. A U.S. diplomat confirmed the meeting, saying it lasted 30 minutes and that Yettaw appeared to be in good spirits and said he had been treated well.

The diplomat, who insisted on anonymity because he is not authorized to speak to the press, said that Yettaw had not yet been formally charged with any crime. He did not elaborate, calling the issue sensitive.

It was the first time a U.S. Embassy official had access to Yettaw since he was arrested May 6 after allegedly staying secretly for two days at Suu Kyi's house.

Wednesday's TV report said the meeting took place at the Aung Tha-byay police station in Yangon, which in the past has been used for detention and interrogation of suspected political dissidents.

Suu Kyi's supporters fear that Yettaw's reported stay could put her in legal jeopardy. Her personal doctor, one of the only people allowed to visit her on a regular basis, was detained last Thursday for no publicly announced reason.

She has been in detention for 13 of the last 19 years — including the past six — without trial for her nonviolent promotion of democracy despite international pressure for her release.

Myanmar's state-run newspapers reported last week that Yettaw, 53, of Falcon, Missouri, swam about 1 1/4 miles (2 kilometers) on the night of May 3 to the lakeside home of the 63-year-old Suu Kyi and left the same way on the night of May 5, before being arrested the next morning. The report said his motive was under investigation.

One of many strict rules Myanmar's military government imposes on citizens is that they must notify local officials about any overnight visitor who is not a family member. The law also states that foreigners are not allowed to spend the night at a local's home.

အေမရိကန္က ကူညီေထာက္ပံ့တုိင္း ဒီမုိကေရစီစနစ္ ျပဳစုပ်ဳိးေထာင္ႏုိင္တာမဟုတ္ေပမယ့္ ေရရွည္စီမံကိန္းအေနနဲ႔ အေမရိကန္အစုိးရအဆက္ဆက္ ႀကိဳးပမ္းမယ့္လုပ္ငန္းျဖစ္ေန ပါတယ္။ ဗမာစစ္အစုိးရကလည္း အေမရိကန္ရဲ႕ ဒီမုိကေရစီျမႇင့္တင္ တဲ့ ႏုိင္ငံျခားေရးလမ္းစဥ္ကုိ ေ၀ဖန္႐ႈတ္ခ်ေလ့ရွိပါတယ္။ ျမန္မာ-အေမရိကန္ ဆက္ဆံေရးသမုိင္း “အေၾကာင္းအက်ဳိးအေကာင္း အဆုိး” ပကတိ ျဖစ္စဥ္မ်ားဆုိတဲ့ အေမရိကန္ဆန္႔က်င္ေရး စာအုပ္ကုိ ၂၀၀၇ ခုႏွစ္က ထုတ္ေ၀တယ္။ ဒါေပမယ့္ နအဖထုံးစံ အတုိင္း စာေရးသူအမည္ကုိ မေဖာ္ရဲလုိ႔ ေလ့လာသူတဦးလုိ႔သာ ေဖာ္ျပတယ္။ ဗမာစစ္အစိုးရဘက္က ေထာက္ခံၿပီး ေရးသားသူေတြ ဟာ ကုိယ့္နာမည္ကုိ မေဖာ္ျပရဲတာေၾကာင့္ နာမည္၀ွက္နဲ႔ ေရးၾကတာမ်ားတယ္။ ဒါကုိၾကည့္ရင္ စစ္အစုိးရလုပ္ရပ္ကုိ မယုံၾကည္ဘဲ ညာစားေနတာ ထင္ရွားတယ္။

ဒီမုိကေရစီျမႇင့္တင္ေရးမွာ အရပ္သားအဖြဲ႔အစည္း ရွင္သန္ဖုိ႔ လုိအပ္တာေၾကာင့္ ဒီအသင္းအဖြဲ႔ေတြကုိ အေမရိကန္က ကူညီေထာက္ပံ့တယ္။ အေနာက္တုိင္းဒီမုိကေရစီသေဘာ တရား၀င္လာရင္ အစုိးရ အာဏာစက္ က်ဆင္းလာမွာကုိ အာဏာရွင္ဓေလ့ႀကီးမားတဲ့ ႐ုရွားအစုိးရက လက္မခံဘူး။ ဥဇဗက္ကစၥတန္၊ ဘီလာ႐ုစ္၊ တာဂ်စ္ကစၥတန္၊ ခါဇတ္စတန္ စတဲ့ႏုိင္ငံေတြမွာလည္း ဒီမုိကေရစီျမႇင့္တင္ေရးအတြက္ အေနာက္တုိင္းကူညီတာကုိ အစုိးရေတြက မလုိလားၾကဘူး။

ဆုိဗီယက္အုပ္စု၀င္ျဖစ္ခဲ့တဲ့ အေရွ႕ဥေရာပႏုိင္ငံေတြမွာ ဒီမုိကေရစီျမႇင့္တင္ဖုိ႔ အေမရိကန္ကူညီတာကုိ တ႐ုတ္ကြန္ျမဴနစ္ပါတီက အႀကီးအက်ယ္ ေ၀ဖန္႐ႈတ္ခ်ခဲ့တယ္။ တ႐ုတ္နဲ႔အိမ္နီးခ်င္းႏုိင္ငံေတြမွာ ဒီမုိကေရစီ ေတာ္လွန္ေရးေတြ ေပၚမလာေအာင္ ၂၀၀၅ မွာ တ႐ုတ္ကြန္ျမဴနစ္ပါတီက မဟာဗ်ဴဟာခ်မွတ္တယ္လုိ႔ သိရတယ္။ ႏုိင္ငံျခားအကူအညီယူတဲ့ အရပ္သားအသင္းအဖြဲ႔ေတြကုိလည္း ခ်ဳပ္ခ်ယ္ကန္႔သတ္လာတယ္။ အင္အားမရွိတဲ့ အရပ္သားအသင္းအဖြ႔ဲေလးေတြကုိ ဒီမုိကေရစီသင္တန္းေပးၿပီး ကူညီေထာက္ပံ့တာကုိ အာဏာရွင္အစုိးရေတြက ေၾကာက္လန္႔ၿပီး တုိင္းျပည္ မၿငိမ္မသက္ျဖစ္ေအာင္ ေသြးထုိးေပးေနပါတယ္လုိ႔ စြပ္စြဲတာမ်ဳိးလည္း ရွိပါတယ္။ တုိင္းသူျပည္သားေတြ ဒီမိုကေရစီသေဘာတရား နားလည္သြားမွာကုိေၾကာက္လန္႔ၿပီး စြပ္စြဲတာလည္း ျဖစ္ႏုိင္ပါ တယ္။ ဒါမွမဟုတ္လည္း တုိင္းသူျပည္သားကုိ ဖိႏွိပ္ခ်င္လုိ႔ အေၾကာင္းရွာၿပီး တမင္တကာစြပ္စြဲတာလည္း ျဖစ္ႏုိင္ပါတယ္။

လြန္ခဲ့တဲ့ အႏွစ္ (၃၀) ေက်ာ္နဲ႔ ယွဥ္ၾကည့္ရင္ ဒီမုိကေရစီက်င့္သုံးတဲ့ႏုိင္ငံ တုိးပြားလာတာ ေတြ႔ရပါတယ္။ ဒီမုိကေရစီ ႏုိင္ငံေပါင္း (၄၀) ေက်ာ္ကေန (၁၀၀) ေက်ာ္အထိ တုိးပြားလာပါတယ္။ လြတ္လပ္တဲ့ ႏုိင္ငံေတြထဲမွာ (၆၀) ရာခုိင္ႏႈန္းဟာ ဒီမုိကေရစီႏုိင္ငံေတြ ျဖစ္ေနပါၿပီ။ ေရခံေျမခံေကာင္းတဲ့ ႏုိင္ငံအားလုံးမွာ ဒီမုိကေရစီက်င့္သုံးေနၿပီ ျဖစ္လုိ႔ အေျခခံမေကာင္းတဲ့ႏုိင္ငံေတြမွာ ဒီမုိကေရစီအသြင္းကူးေျပာင္းဖုိ႔သာ က်န္ေတာ့တယ္။

ဒီမုိကေရစီျမႇင့္တင္ေရးအတြက္ သံတမန္နည္း၊ စီးပြားေရးဒဏ္ခတ္နည္း၊ စစ္ေရးအရ စြက္ဖက္နည္း၊ ဒီမုိကေရစီ လုိလားသူကုိ ကူညီတဲ့နည္း၊ နည္းလမ္းေတြကုိ သုံးတာေတာင္ တုိင္းျပည္ရဲ႕ လူမႈစီးပြားေရးနဲ႔ ႏုိင္ငံေရးအေျခခံကုိ ေျပာင္းလဲဖုိ႔ဆုိတာ မျဖစ္ႏုိင္သေလာက္ပါပဲတဲ့။ ဒီမုိကေရစီပ်ဳိးေထာင္ေရးအတြက္ လုိအပ္တဲ့ အေျခခံကုိ ႏုိင္ငံျခားက ဖန္တီးေပးႏုိင္တာ မဟုတ္ပါဘူး။ ရွိၿပီးသားအရပ္သား အသင္းအဖြဲ႔ေတြကုိသာ ပုိၿပီး အားေကာင္းေအာင္၊ ကၽြမ္းက်င္ ေအာင္ ႏုိင္ငံျခားက ကူညီႏုိင္ပါတယ္။

ရုတ္တရက္ သာမန္ႏိုင္သားတေယာက္အေနနဲ႕ ရိုးရိုးေလးၾကည့္မယ္ဆိုရင္ ေဒၚစုလံုၿခံဳေရး အတြက္ စိုးရိမ္ သေယာင္ေယာင္ စာတေၾကာင္း ကလြဲလို႕ က်န္တဲ့စာေၾကာင္းေတြက စံနစ္တက် စိတ္ဓါတ္ စစ္ဆင္ေရး လုပ္ထားတာပါ။ ႏွစ္ရက္ေတာင္ ေနခဲ့တယ္ ဆိုတာဟာ စစ္အစိုးရသတင္း နဲ႕ထပ္တူပါပဲ။ CIA က ျဖစ္ႏိုင္တယ္ ဆိုတာ ေဒၚစုဟာ CIA နဲ႕အဆက္အသြယ္ရွိေနရွိေန တယ္လို႕ စြပ္စြဲတာပါ ဆိုလိုျခင္တာက နအဖ စစ္အုပ္စု သံုးသံုးေနတဲ့ ျပည္ပအားကိုးပုဆိိန္ ရိုးဆိုတာကို တဖက္လွည့္ေျပာလိုက္တာပါ။ ႏိုင္ငံျခားသား တေယာက္ ခိုးဝင္ၿပီး (၂)ရက္ေတာင္ ေနခဲ့တယ္ဆိုတာဟာ သတင္းကိုလိုသလိုပံုသြင္းထားတာပါ ဆိုလိုျခင္တာက လူထုေခါင္း ေဆာင္အျဖစ္ ျမန္မာ ျပည္သူ လူထုႀကီးက ေလးစားတဲ့ ကမၻာေလးစားတဲ့ ေဒၚစုကို ေသးသိမ္ေစ ေအာင္၊ ႏိုင္ငံျခားသား ေတြနဲ႔ တရားမဝင္ ဆက္သြယ္ေနသေယာင္ တံဆိပ္ကပ္လိုက္တာပါ ဂုဏ္သိကၡာခ်လိုက္တာပါ။ ေဒၚစုလံုၿခံဳေရးအတြက္စိုးရိမ္ရတယ္ ဆိုတာဟာ လိုအပ္လာရင္ လုပ္ႀကံသတ္ျဖတ္ခံရႏိုင္တယ္ဆိုတာ မီးေမာင္း ထိုးျပ ေနတာပါ တကယ္တမ္း ေဒၚစုကို လုပ္ႀကံ သတ္ျဖတ္မႈကို လုပ္ခဲ့ဘူးတာဘယ္သူေတြလဲ ေဒၚစုနဲ႕ ဦးတင္ဦး တို႔ ပါတဲ့ NLD ပါတီရဲ႕ ခရီး သြားကားတန္းကို ၂၀၀၃ ခုႏွစ္ ဒီပဲယင္း ေဒသက က်ည္ရြာ နားမွာ လုပ္ႀကံ သတ္ျဖတ္ ခဲ့ၾကတာပါ ကံေကာင္းလို႕ ေဒၚစုလုပ္ႀကံသတ္ျဖတ္ခံရတဲ့ေဘးက သီသီကေလး လြတ္သြား ခဲ့တာပါ။ ဒါဘယ္သူေတြလုပ္တာလဲဆိုတာရွင္းေနတာပါပဲ ဒါဟာသမိုင္းမွာရွင္းရမဲ့ စစ္အုပ္စုရဲ႕လုပ္ႀကံမႈ ႀကီးပါ။ဒီေတာ့ ေဒၚစုဟာ လုပ္ႀကံခံရဘူး ပါတယ္ NLD လူငယ္ေတြနဲ႔ အန္ကယ္ ဦးတင္ဦးတို႔ ရဲစြမ္း သတၱိေၾကာင့္သာ သီသီကေလး လြတ္ခဲ့ရတာပါ။

ေနာက္ပထမဆံုးေရးထားတဲ့ အန္တီစုလြတ္ခါနီးမွ ေနာက္တမႈ ထပ္ေပၚလာရတယ္ ဆိုတာဟာ နအဖ စစ္အုပ္စုရဲ႕ စံနစ္တက် အေကာက္ႀကံမႈလို႔ ေတြးမိပါတယ္ ဆိုလိုခ်င္တာ ကေတာ့ ဒီပဲယင္းမွာ လုပ္ႀကံခံရတဲ့ (အသက္ေဘးမွ သီသီကေလး လြတ္ခဲ့တဲ့) ေဒၚစုကို စစ္အစိုးရက ေနအိမ္အက်ယ္ခ်ဳပ္ခ်ထားခဲ့ပါတယ္။ (၅)ၽႏွစ္ျပည့္ေတာ့ ဥပေဒအရ ဆက္ခ်ဳပ္ခြင့္မရိဘူးဆိုတာ ရွင္းေနပါလွ်က္နဲ႔ စစ္အုပ္စုက ဆက္ခ်ဳပ္ပါတယ္ ဒီပဲယင္း လုပ္ႀကံမႈ တရားခံေတြကို စစ္အုပ္စု ဒီကေန႕အထိ လံုဝ မေဖၚထုတ္ေသးပါဘူး။ ဒါေပမဲ့ လုပ္ႀကံခံရတဲ့ ေဒၚစုကိုေတာ့ သူတို႔ ျပဌာန္းထားတဲ့ ဥပေဒနဲ႔ေတာင္ မညီပဲ ဆက္လက္ ခ်ဳပ္ထားဘို႔ (၁) ႏွစ္ ထပ္တိုးလိုက္တာ အားလံုး အသိပါ။အခု ဒီိသတင္း ထြက္လာခ်ိန္ဟာ ေဒၚစုေနအိမ္ အက်ယ္ခ်ဳပ္ (၆) ႏွစ္ျပည့္ခါနီးမွာ ျဖစ္လာတာပါ။ စစ္အုပ္စုဟာ ေဒၚစုအေပၚမွာ အင္မတန္အညွိဳးႀကီးတယ္ဆိုတာ သိသာျမင္သာ တဲ့အခ်က္ပါ။ နအဖ စစ္အုပ္စုဟာ ၂၀၁၀ ခုႏွစ္မွာ ေရြးေကာက္ပြဲ လုပ္မယ္လို႔ ေၾကျငာထား တာပါ။ ဒါေပမဲ့ ကမၻာက ေတာင္းဆိုေနတဲ့ ေဒၚစုုနဲ႔ ႏိုင္ငံေရး အက်ည္းသားေတြ လႊြတ္ေရး ဆိုတာႀကီးက သူတို႔ အတြက္ အင္မတန္ အၾကပ္ရိုက္ေနရတဲ့ ကိစၥပါ။ NLD ပါတီ ကလည္း ဒီအခ်က္ကို နအဖကို တရားဝင္ ေတာင္းဆိုထားတာပါ။ ျပည္သူ လူထုႀကီးကလဲ မတရားဖမ္းဆီး ထားတာကို လူတိုင္းသိပါတယ္ ဒါေၾကာင့္ ဒီသတင္းမွာ စစ္အုပ္စုရဲ႕ ႀကိဳတင္လုပ္ႀကံမႈေတြ ပါတယ္ဆိုတာ ထင္ရွားေနတာပါပဲ။

အင္မတန္ရႈပ္ေထြးတဲ့ သတင္း တခုျဖစ္ေအာင္လဲ လုပ္ထားတာပါ အဖမ္းခံရတဲ့ ႏိုင္ငံျခားသား ဟာ အေမရိကန္ ႏိုင္သားလို႔ ေျပာတယ္ သတင္းမွာ ဓါတ္ပံုေတာင္မေဖၚျပပါဘူး ေနာက္တခုက သက္ဆိုင္ရာသံရံုးက ေတြ႕ခြင့္ေတာင္းေတာ့လဲ ေတြ႕ခြင့္မေပးဘူး ဒီအခ်က္ေတြက စဥ္စား စရာေတြပါ။ ေနာက္ဆံုး က်န္းမာေရး မေကာင္းတဲ့ ေဒၚစုကို သြားေရာက္ ေဆးကုေပးေနတဲ့ ဆရာဝန္ကို ဘာအေၾကာင္းျပခ်က္မွ မရွိပဲ ဖမ္းထားတဲ့ ကိစၥပါ။ စစ္အုပ္စုဟာ သမိုင္းမွာရွင္းရမဲ့ကိစၥ တခုကို ထပ္မံက်ဴးလြန္ေနတာပါပဲ။ လုပ္ထားတာက ေဒၚစုအိမ္ဟာ မလံုၿခံဳသေယာင္ လုပ္ထားပါတယ္ ဒီလို မလံုၿခံဳမႈဟာ စစ္အစိုးရမွာလံုးလံုး တာဝန္ရွိပါတယ္။ တျခား မည္သူ႔မွာမွ တာဝန္ မရိွပါဘူး ေဒၚစုရဲ႕ အသက္ အႏၲရာယ္ အတြက္ တိုက္ရိုက္ တာဝန္ရွိသူဟာ စစ္အစိုးရပဲျဖစ္ပါတယ္။

Making fake story or Time for a fresh approach to Burma's military government

It was immediately noticeable in the stories from the official Burmese media last week that the American who swam to the lakeside villa of detained opposition leader Aung San Suu Kyi spent "three nights" in the compound before attempting to swim back to his hotel.

If the story's true, the man named as John William Yeattaw also spent three days with Suu Kyi, but -- nudge, nudge, wink, wink -- that doesn't have the same implication.

And it is because of those implications from the military regime's mouthpieces -- that this was an amorous assignation rather than a political event or even a weird piece of American eccentricity -- that people in Rangoon and elsewhere in Burma have grave doubts about its truth.

There is a widespread belief in Rangoon that this story was manufactured to sully Suu Kyi's reputation and thus blunt criticism of the military regime, which has already announced it plans to renew her detention when the current six-year term ends later this month.

But Suu Kyi's popularity among Burmese people remains undimmed, though she has been detained in her crumbling and mould-stained house on University Avenue in Rangoon for most of the last 19 years.

The junta has been unstinting in its efforts over the years to manufacture or twist events to undermine the domestic support that saw her National League for Democracy (NLD) win 85 per cent of the parliamentary seats in 1990 elections.

The junta, now led by General Than Shwe, has always refused to acknowledge those results. It spent the last 12 years concocting a fraudulent "civilian" constitution adopted in a sham referendum last year. This envisages multi-party elections next year, but also ensures the military continues to control the presidency and all the important ministries, and retains the authority to dismiss the parliament at will.

So it is hardly surprising that most of the western world, and especially the United States and the European Union, continue to apply rigorous economic sanctions and other embargoes on contacts with the Burmese regime. Indeed, only 10 days ago the EU reaffirmed those sanctions.

But there is a growing acceptance that the moral high ground held by the West on the Burma issue is a road to nowhere. The generals have not budged one inch over the years in the face of sanctions that have kept most of Burma's 80 million people in abject poverty.

The generals themselves are largely untroubled by the constraints of sanctions. They have merely grown grossly rich on natural resources deals with China, which doesn't give a fig about other regimes' repression of their people any more than it does about its own.

And Than Shwe and his boys have been just as disdainful of the blandishments of the "constructive engagement" policies of Burma's neighbours in the Association of Southeast Asian Nations. With neither stick nor carrot moving the junta, it is clearly time for a new approach.

Last October the International Crisis Group led by former Australian foreign minister Gareth Evans criticized the West for tying aid to political reform in Burma after hurricane Nargis struck last year. The group followed that up with a report last month called "Missing the Boat on Myanmar" -- Myanmar is the name the junta uses for Burma.

In this report the group said "The EU should abandon a policy maintained by those with an eye on noble points rather than on new opportunities to promote change."

Even Suu Kyi, who used to be adamant that economic sanctions were essential is now much less dogmatic on the question.

The EU may not have got the message that sanctions are counter-productive, but the new administration in Washington has. In February, while on a visit to Indonesia, Secretary of State Hillary Clinton said, "Clearly, the path we have taken in imposing sanctions hasn't influenced the Burmese junta."

It seems she has ordered a review and refashioning of American policy towards Burma. Clinton's main policy adviser on mainland Southeast Asia, Stephen Blake, has even visited the generals' new capital at Naypidaw, where he met foreign minister U Nyan Win.

The review may well conclude that, rather than sanctions, it may be wiser to smother the malevolent economic influence of China with trade and investment in Burma.

It may also decide that next year's elections, flawed as they are, are better than none, especially as the junta has said clearly it will allow United Nations monitors.

It may thus make sense to urge Suu Kyi and the NLD to drop their current boycott and instead show some faith in the popular support that won them the 1990 elections.

And it's worth remembering that the Burmese junta has modelled the new constitution on the old military-dominated system in Indonesia. But in 1998 Indonesia's military dictatorship collapsed under its own weight and evolved with surprisingly little violence into a proper democracy.

On May 6, 2009, SPDC Light Infantry Battalion No 425 brutally killed
village headman and another about 20 years old young man of Saw Sar village, as well as tortured 80 villagers from Naung Tha Bang and Saw Sar village in Hsi Hseng Township, southern Shan State.
All the arrested 80 villagers were accused of in connection with resistance groups and inhumanly tied, beaten, kicked and hit by SPDC soldiers during the brutally interrogation. Most of villager covered with blood, some even unable to walk and bleeding from their mouth, and seriously wounded.

We, PYO believe that, the brutal action against innocent villagers, was in response to the joint ally of Pa-O National Liberation Army and Karen National Liberation Army clashed with Burma Army Patrolling near Banyen, about 50 miles south of Taunggyi, capital of Shan State on May 3, 2009.

Following the clashed, SPDC soldiers currently speed up military operation, and arresting villagers in Hsi Hseng township for porter, carrying arms and ammunition to front line. One local people said “No man sleeping at home and living in the village now. Every body runs away to the forest and hide, and a lot of people take refuge in the Buddhist temple”

The villagers are just civilians and simply working in farm for their livelihood in their daily lives, and not involve with any arm groups. They are now become the victims of conflict between arm groups.

Therefore, we, Pa-O Youth Organization (PYO) strongly condemned SPDC action killing the innocence civilians, and military operation against the ethnic people, and respect human right.

“ျမန္မာျပည္ အနာဂတ္အတြက္ သင့္ေလ်ာ္တ့ဲ လမ္းျပေျမပုံ မရိွေသးဘူး” ဟု ဗုိလ္ခ်ဳပ္ Gam Shawng Gunhtang က ေျပာသည္။ သူသည္ ကခ်င္လက္နက္ကုိင္အဖဲြ႔၏ စစ္ဦးစီးခ်ဳပ္ ျဖစ္သည္။

“က်ဳပ္တုိ႔ တုိင္းရင္းသားေတြက ဖယ္ဒရယ္ ျပည္ေထာင္စုအတြက္ ႀကိဳးစားေနၾကတာ။ သူတုိ႔က ဒီအေၾကာင္း နားေထာင္ခ်င္ၾကတာ မဟုတ္ဘူး” ဟု ဗုိလ္ခ်ဳပ္ Gam Shawng Gunhtang က ေျပာသည္။

လက္နက္ျဖဳတ္သိမ္းရန္ ေတာင္းဆုိခ်က္ကုိ “လက္မခံႏုိင္” ဟု သူက ဆုိသည္။

ဗိုလ္ခ်ဳပ္ေစာထင္ေမာင္ဦးေဆာင္သည့္ကရင္ခြဲထြက္အဖြဲ႔ ၿငိမ္းခ်မ္းေရးေကာင္စီ တပ္ရင္း (၇၀၄) မွ ဒုတပ္ရင္းမွဴး ဗိုလ္မွဴး ေစာေလးမူး မိသားစုဝင္မ်ားႏွင့္အတူ KNU အဖြဲ႔သို႔ ျပန္လည္ေရာက္ရွိလာသည္။

စစ္အစိုးရ၏ ၿငိမ္းခ်မ္းေရးအဖြဲ႔မ်ားအေပၚ ထားရွိသည့္ သေဘာထားကို မယံုၾကည့္ရေတာ့သည့္အျပင္ ၂၀၁၀ ေနာက္ပိုင္း နယ္ျခားေစာင့္တပ္ဖြဲ႔ၿပီးပါက မိမိလူမ်ဳိးႏွင့္ ျပည္သူလူထုတရပ္လံုးအတြက္ အာမခံခ်က္မရွိေတာ့သည့္အတြက္ ယခုလ (၄) ရက္ေန႔က ေကအန္အဲလ္ေအ တပ္မဟာ (၇) သို႔ ျပန္လည္ေရာက္ရွိလာျခင္းျဖစ္ေၾကာင္း ၎က ေျပာသည္။

“က်ေနာ္တို႔ရပ္တည္ဖို႔ အာမခံခ်က္မရွိဘူး၊ သူတို႔ခိုင္းတာပဲ အကုန္လုပ္ရမွာ၊ ၿငိမ္းခ်မ္းေရးလုပ္တယ္ဆိုတာက ကိုယ့္အမ်ဳိးသားေတြအတြက္ ၿငိမ္းခ်မ္းဖို႔လုပ္တာဆိုၿပီး အဖိုးထင္ေမာင္ေျပာတာ၊ အခုေတာ့ က်ေနာ္တို႔ ကာကြယ္ေရးဦးစီးခ်ဳပ္ ခိုင္းတာလုပ္ရမယ္ဆိုေတာ့ က်ေနာ္တို႔ရည္ရြယ္ခ်က္နဲ႔ တျခားျဖစ္သြားမယ္၊ အဲဒါေၾကာင့္မို႔ က်ေနာ္ထြက္လာခဲ့တာ” ဟု ဗိုလ္မွဴး ေစာေလးမူးက ေျပာသည္။

ၿပီးခဲ့သည့္လ (၂၈) ရက္ေန႔က ၿငိမ္းခ်မ္းေရးေကာင္စီအဖြဲ႔မ်ားကို နအဖအာဏာပိုင္မ်ားက ဖားအံၿမိဳ႕တြင္ ေခၚယူကာ အသက္ႀကီးသူမ်ားကို ပါတီဖြဲ႔ ေရြးေကာက္ပြဲဝင္ခိုင္းၿပီး က်န္တပ္ဖြဲ႔ဝင္မ်ားကို အင္းအားေလ်ာ့ခ်ကာ နယ္ျခားေစာင့္တပ္ ျပန္လည္ဖြဲ႔စည္းၿပီး ကာကြယ္ေရးဦးစီးခ်ဳပ္လက္ေအာက္တြင္ ထားရွိမည္ျဖစ္ေၾကာင္း ေျပာဆိုဖိအားေပးခဲ့သည္ဟု ၎က ေျပာသည္။

လက္ရွိ ၿငိမ္းခ်မ္းေရးေကာင္စီ အဖြဲ႔ဝင္မ်ား အေျခအေနႏွင့္ပတ္သက္၍ “၂၀၁၀ ၿပီးရင္ တပ္ေတြကိုျပန္ဖြဲ႔စည္းၿပီး နယ္ျခားေစာင့္တပ္အျဖစ္ ထားမယ္၊ နအဖတပ္လို ေနရမယ္ဆိုရင္ေတာ့ က်ေနာ့္လူေတြ တေယာက္မွ ရွိေတာ့မွာမဟုတ္ဘူး၊ ပါတီဖြဲ႔ဖို႔ကလဲ ၿငိမ္းခ်မ္းေရးအဖြဲ႔ထဲမွာ ပါတီဖြဲ႔ႏိုင္ေလာက္တဲ့သူ တေယာက္မွမျမင္ဘူး၊ အဖိုးထိန္ေမာင္ဆိုရင္လဲ အသက္ကႀကီးလာၿပီး သူ ပါတီေထာင္ၿပီး ဘယ္လို ေရြးေကာက္ပြဲဝင္ႏိုင္မလဲ” ဟု ေျပာသည္။

နအဖစစ္အစိုးရအေနျဖင့္ ၿငိမ္းခ်မ္းေရးအဖြဲ႔ဝင္မ်ားအေပၚထားရွိသည့္ သေဘာထားႏွင့္ပတ္သက္၍လည္း “တစံုလံုအတိုင္းအတာေျပာရရင္ က်ေနာ္တို႔ လူထုေတြနစ္နာတာပဲရွိတယ္၊ နအဖလုပ္ရပ္သာ ေအာင္ျမင္ရင္ တုိင္းသူျပည္သားေတြ ပိုၿပီး နစ္နာမွာပါ၊ အားလံုးအေျခအေနက ပ႐ုပ္လံုးလို လံုးပါးပါးသြားမွာပဲ၊ သူတို႔ေျပာတဲ့ ဒီမိုကေရစီဆိုတာလဲ တိုင္းသူျပည္သားေတြအတြက္ ျဖစ္လာမွာမဟုတ္ပါဘူး၊ လက္နက္ကိုင္ တိုင္းရင္းသားအဖြဲ႔ေတြ အားလံုးဟာ ၂၀၁၀ ၿပီးရင္ အားလံုးပ်က္သုဥ္းသြားမွာပါ” ဟု ေျပာသည္။

နအဖမီဒီယာမ်ားက ၿငိမ္းခ်မ္းေရးအဖြဲ႔မ်ားမွ ျပန္လည္ေရာက္ရွိလာသူမ်ားကို KNU မွ သတ္ျဖတ္ပစ္ေၾကာင္း ေျပာဆိုေနျခင္းသည္ လိမ္လည္မႈမ်ားသာျဖစ္ၿပီး တကယ္တမ္းလက္ေတြ႔တြင္ ေႏြးေထြးစြာ ႀကိဳဆိုဆက္ဆံေၾကာင္း ၎က ဆက္လက္ေျပာသည္။

“သူတို႔ေျပာတာ တျခားစီပါဗ်ာ၊ သူတို႔သတင္းမွားတယ္ဆိုတာ က်ေနာ္ကိုယ္တိုင္ ႀကံဳေနရၿပီ၊ က်ေနာ္ ေအးေအးေဆးေဆးပဲ လက္ထိပ္ခတ္တာေတာင္ မရွိဘူး၊ ေႏြးေထြးစြာ ႀကိဳဆိုတယ္၊ စားဖို႔ေသာက္ဖို႔ကအစ သူတို႔လုပ္ေပးတယ္၊ အခုလိုေျပာတာကလဲ ဘယ္သူမွ ဖိအားေပးလို႔မဟုတ္ဘူး၊ နအဖမီဒီယာေတြက သတင္းအမွားေတြပဲ ျဖစ္တယ္ဆိုတာ က်ေနာ္ ေျပာခ်င္ပါတယ္” ဟု ေျပာသည္။

လက္ရွိ ဗိုလ္ခ်ဳပ္ထင္ေမာင္ဦးစီးသည့္ ၿငိမ္းခ်မ္းေရးေကာင္စီတြင္ တပ္ရင္း ၉ ရင္းႏွင့္ အထူးတပ္ရင္း ၁ ရင္း ထားရွိကာ လက္နက္ကိုင္အင္အား ၃၀၀ ဝန္းက်င္သာရွိေၾကာင္း ၎က ေျပာသည္။

လက္ရွိ ၿငိမ္းခ်မ္းေရးေကာင္စီတြင္ က်န္ရစ္ခဲ့သူမ်ားကို ၎အေနျဖင့္ “က်ေနာ့္ လုပ္ေဖာ္ကိုင္ဖက္ေတြကို မွာခ်င္တာက အေျခအေနအရပ္ရပ္ကို အားလံုးသိတဲ့အတြက္ ေျခမကၽြံခင္ ျပန္လာခဲ့ၾကပါလို႔ မွာခ်င္တယ္၊ ေရွ႕လွမ္းရမွာကလဲ ေခ်ာက္ကမ္းပါးပဲဆိုတာကို သိလွ်က္နဲ႔ ဆက္မမွားေစခ်င္ေတာ့ဘူး၊ မိခင္ KNU ရဲ႕ရင္ခြင္ကုိ ျပန္လာဖို႔ ေျပာခ်င္ပါတယ္” ဟု ဗိုလ္မွဴး ေစာေလးမူးက တိုက္တြန္းေျပာဆိုသည္။

ဗိုလ္မွဴးေစာေလးမူး မိခင္ KNU သို႔ ၎၏မိသားစုဝင္ ၄ ဦးႏွင့္အတူ ျပန္လည္ေရာက္ရွိလာသည့္အေပၚ တပ္မဟာ (၇) တပ္မဟာမွဴး ဗိုလ္မွဴးခ်ဳပ္ ေဂ်ာ္နီက “ဟိုမွာေနလို႔ အေျခအေနမေကာင္းေတာ့ဘူး၊ အမ်ားအတြက္ အမ်ဳိးသားအတြက္ အက်ဳိးမရွိဘူးဆိုတာကို သိလို႔ ျပန္လာတာ၊ သူ႔မိသားစုေတြေရာ အရင္ကအတိုင္း ေအးေအးေဆးေဆး ျပန္လာေနပါ ေႏြးေထြးစြာပဲ ႀကိဳဆိုပါတယ္” ဟု ေျပာသည္။

ယမန္ေန႔က အမ်ဳိးသမီး ဆရာဝန္တဦး ျဖစ္သူ ေဒါက္တာ ၿပဳံးမုိအိသည္ ေဒၚစုထံ သြားေရာက္ၿပီး ေဆးကုသေပးခြင့္ ရခ့ဲသည္ဟု အဖဲြ႔ခ်ဳပ္ ေခါင္းေဆာင္တဦးျဖစ္သူ ဦးခင္ေမာင္ေဆြက ေျပာျပသည္။

“ေဒၚေအာင္ဆန္းစုၾကည္က ေသြးအား နည္းေနတယ္၊ ေဆးပုလင္းႀကီး ခ်ိတ္ရတယ္လုိ႔ သိရတယ္၊ တနာရီေလာက္ပဲ ခြင့္ျပဳတယ္။ တနာရီနဲ႔ မလုံေလာက္ဘူး ဆုိေတာ့ လုံေလာက္တ့ဲ အခ်ိန္အထိ တာဝန္ ယူၿပီးေတာ့ ဆရာဝန္က အားေဆး သြင္းေပးခ့ဲတယ္” ဟု ဦးခင္ေမာင္ေဆြက ရွင္းျပသည္။

ေဒၚစုကုိ ေဆးကုသေပးခ့ဲသည့္ အမ်ဳိးသမီး ဆရာဝန္က ေဒၚစု၏ က်န္းမာေရးႏွင့္ ပတ္သက္သည့္ အခ်က္မ်ားကုိသာ ေျပာၾကားခ့ဲသည္ဟုလည္း ဆုိသည္။ စစ္အစုိးရ စာနယ္ဇင္းမ်ားတြင္ ေဖာ္ျပခ့ဲသည့္ ေဒၚစု၏အိမ္မွ အျပန္တြင္ ဖမ္းဆီးခံရသည္ဟု ဆုိေသာ အေမရိကန္ ႏုိင္ငံသား John William Yeattaw ႏွင့္ ပတ္သက္၍ လည္းေကာင္း၊ ထုိပုဂၢိဳလ္ႏွင့္ ေဒၚေအာင္ဆန္းစုၾကည္ ေတြ႔ဆုံမႈ ရိွမရိွကုိလည္းေကာင္း ထုတ္ေဖာ္ ေျပာၾကားျခင္း မျပဳခ့ဲဟု သိရသည္။

ထုိပုဂၢဳိလ္ ဖမ္းဆီးခံရမႈသတင္း ထြက္ေပၚသည့္ ေန႔မွာပင္ ေဒၚစု၏ မိသားစု ဆရာဝန္ ေဒါက္တာ တင္မ်ဳိးဝင္း ထိန္းသိမ္း ခံရျခင္း ျဖစ္သည္။

ေဒါက္တာတင္မ်ဳိးဝင္း ထိန္းသိမ္းခံရသည့္ ေန႔မွာ ေဒၚေအာင္ဆန္းစုၾကည္ကုိ တလတႀကိမ္ က်န္းမာေရး စစ္ေဆးရမည့္ေန႔ ျဖစ္ေသာ ၿပီးခ့ဲသည့္ ၾကာသပေတးေန႔တြင္ ျဖစ္သည္။

“အဲဒီေန႔က ေဒၚေအာင္ဆန္းစုၾကည္ဆီကုိ သြားဖုိ႔ အာဏာပုိင္တုိ႔က သူ႔ကုိ လာေခၚတယ္၊ ေဒၚေအာင္ဆန္းစုၾကည္ရဲ႕ ၿခံထဲမွာ ေစာင့္ေနရတယ္၊ ေစာင့္ေနၿပီး တေအာင့္ၾကာေတာ့ ဝင္ခြင့္ မရဘူး၊ ျပန္ေတာ့ ဆုိၿပီး အိမ္ျပန္လႊတ္လုိက္တယ္ တ့ဲ။ ညက်ေတာ့ အိမ္မွာ လာေခၚသြားတယ္” ဟု ဦးခင္ေမာင္ေဆြက ရွင္းျပသည္။ မည္သည့္ေနရာတြင္ ခ်ဳပ္ေႏွာင္ ထားသည္ကုိ မသိရေသးဟု ဆုိသည္။

ေဒါက္တာတင္မ်ဳိးဝင္း ထိန္းသိမ္းခံရၿပီး ေနာက္တေန႔တြင္ သတင္းတပ္ဖဲြ႔က သူ၏ အိမ္သုိ႔ သြားေရာက္ၿပီး အက်ႌအ၀တ္အစား ႏွင့္ ဘာသာေရး စာအုပ္မ်ား ယူေဆာင္ခ့ဲသည္ဟု အဖဲြ႔ခ်ဳပ္ ေျပာခြင့္ရ ပုဂၢဳိလ္တဦး ျဖစ္သည့္ ဦးဟံသာျမင့္က ေျပာသည္။ ထုိအခ်က္ကုိ ၾကည့္ျခင္းျဖင့္ ေဒါက္တာ တင္မ်ဳိးဝင္းသည္ ယခု ရက္ပုိင္းအတြင္း ျပန္လည္ လြတ္ေျမာက္လာဖြယ္ မရိွဟု ဦးဟံသာျမင့္က သုံးသပ္သည္။

အထိန္းသိမ္း ခံလုိက္ရေသာ ေဒါက္တာ တင္မ်ဳိးဝင္းသည္ ႏုိင္ငံေရး အက်ဥ္းသားေဟာင္း တဦးလည္း ျဖစ္သည္။

THE Burmese junta last night seized all the relief aid the UN World Food Program had flown into the country even as survivors of Cyclone Nargis waited for food, shelter and medicine.

The move by Burma's generals left the WFP with no choice but to suspend the aid operation, already staggering under the obstruction of the regime.

WFP spokesman Paul Risley said last night that all "the food aid and equipment that we managed to get in has been confiscated". The shipment included 38 tonnes of high-energy biscuits. Mr Risley said it was not clear why the material was seized, but he had earlier blasted the junta, saying its refusal to let in foreign aid workers was "unprecedented" in the history of humanitarian work.

While the junta dithered and appeared overwhelmed by the disaster - the worst in the country's recorded history - more than a million homeless people waited for food, shelter and medicine, many crammed in Buddhist monasteries or camped in the open.

The junta said yesterday it was grateful for international assistance, which has included 11 chartered planes loaded with aid supplies. But the best way to help was to send in material rather than personnel.

It said one UN relief flight from Qatar was sent back after landing in Rangoon on Thursday because it carried a search-and-rescue team and media who did not have permission to enter the country.

More than 62,000 people are known to have died or are missing from Nargis, which hit the country's Irrawaddy Delta last Saturday. Shari Villarosa, who heads the US embassy in Rangoon, said the number of dead could eventually exceed 100,000 because of illnesses. Health experts are now scrambling to prevent the spread of diseases such as malaria, with outbreaks already surfacing in areas hardest hit. Early estimates indicate 20 per cent of children in the most devastated areas are suffering from diarrhoea, and the situation could worsen, said Osamu Kunii, UNICEF's chief of health and nutrition in Burma.

The isolationist regime has refused to grant visas to foreign aid workers who could assess the extent of the disaster and manage the logistics. Mr Risley said earlier the organisation had submitted 10 visa applications around the world, including six in Bangkok, but none has been approved.

Even if the Government changes its mind, there is no hope of getting any visas in Bangkok until Monday because a Thai holiday yesterday shut the Burmese embassy, he said.

"The frustration caused by what appears to be a paperwork delay is unprecedented in modern humanitarian relief efforts," Mr Risley said.

But there was no sign the junta was relenting. "Myanmar has prioritised receiving emergency relief provisions and making strenuous effort delivering it with its own labour to the affected areas," a statement by the junta said. "(But) Myanmar is not ready to receive rescue and media teams from foreign countries."

Critical aid and experts are poised in neighbouring Thailand and elsewhere to rush into one of the world's poorest nations.

Burma has also snubbed a US offer to help. The US has ruled out conducting aerial food drops without the junta's permission, after calls for the international community to proceed with the relief effort regardless of Burma's position. But US Defence Secretary Robert Gates said Washington was "prepared to help ... and it would be a tragedy if these assets" were not used.

It is not clear how much aid will reach the Irrawaddy Delta where entire villages have been submerged with bodies floating in salty water and children ripped from their parents arms.

By rejecting US aid, the junta is refusing to take advantage of Washington's enormous ability to deliver aid quickly, which was evident during the 2004 tsunami.

Burma's detained opposition leader Aung San Suu Kyi is suffering from low blood pressure and dehydration and is barely eating, her party spokesman says.

Nyan Win said they were extremely worried about the 63-year-old Nobel Laureate's health.

A medical assistant has placed Ms Suu Kyi on an intravenous drip. Her own doctor was reportedly detained after visiting her earlier this week.

Ms Suu Kyi She has been under almost permanent house arrest since 1990.

It followed the victory of her National League for Democracy (NLD) in a general election in 1990. The junta has refused to allow the party to assume power.

Ms Suu Kyi's latest period of detention is due to expire at the end of May but the authorities have not yet said if it will be extended.

Break-in

"We are very concerned about her health and security conditions," Nyan Win of the NLD told the BBC.

He said Ms Suu Kyi had suffered a loss of appetite and had gone three to four days without eating.

As a result, her blood pressure had dropped and she was showing symptoms of dehydration.

Nyan Win said the party was closely monitoring the situation, and would decide next week whether to press for greater medical treatment for Ms Suu Kyi.

Nyan Win said it was not clear why physician Tin Myo Win had been arrested last Thursday.

He speculated that it could be linked to the arrest on Tuesday of a man carrying a US passport who swam across a lake to the property.

About 20 police are reported to have entered Ms Suu Kyi's house on Thursday morning.

It followed reports that an American, identified as John William Yeattaw, had managed to breach tight security to swim across Inya Lake and enter Ms Suu Kyi's house secretly on Sunday.

He was arrested after swimming back across the lake late on Tuesday.

Such an incident would be the first time someone has broken into Ms Suu Kyi's compound.
